The Ruto Administration: Ababu Namwamba, CS Sports and Culture

Ababu Namwamba will face the National Assembly Committee on Appointments this afternoon as he seeks to take over the Sports and Youth Affairs Cabinet Secretary, a docket he headed 10 years ago.

The former Chief Administrative Secretary of the Ministry of Foreign Affairs and Minister for Sports and Youth Affairs between 2012 and 2013, will face numerous challenges once approved, top among them sorting the mess at the Kenya Football Federation.

After his inauguration as President William Ruto created a State Department of Youth and put Namwamba in charge of actualising the Kenya Kwanza Alliance’s vision for the youth.

Under the Youth department will be the multibillion-shilling National Youth Service, the Kenya National Youth Council, the Youth Advisory Board, the Kenya Association of Youth Centres, and the Kenya National Innovation Agency.

The former Budalangi MP will probably be questioned about how he intends to improve NYS and close the gaps where its monies are stolen because it has historically been a hotbed of corruption issues.

MPs will most likely probe Namwamba no his involvement in alleged corruption at the Public Accounts Committee which resulted in its disbandment.

In 2016, Namwamba was at the centre of a significant corruption scandal that ensnared all of the Public Accounts Committee’s members. As a result, the Speaker of the National Assembly was forced to order an investigation by the Parliament’s Privileges Committee into allegations that Namwamba’s committee had been extorting and blackmailing public officials they were supposed to be monitoring.

In defence of himself, Namwamba said that the other committee members were blaming him for not supporting their plans.

The Ethics and Anti-Corruption Commission accused the 26 members of the committee of accepting Sh1.5 million from former Interior Permanent Secretary Mutea Iringo in exchange for leaving his name off of their report on questionable spending at the President’s Office in their report.

If the results from the World Athletics Championships in Oregon, United States, and the Commonwealth Games in Birmingham, United Kingdom, are any indication, athletics, the most well-known sport in the nation, is in decline.

The issue facing the incoming administration becomes more obvious when you consider the doping epidemic, which has led to talented athletes being disqualified both before and after the Oregon championships, as well as FIFA’s ongoing suspension on Kenyan football players.

Apart from doping, the nation’s sports are plagued by poor management, corruption, and underfunding of infrastructure and athlete care, among other issues.
