Uhuru makes his last military changes as President

In the new changes, President Uhuru Kenyatta has named his former Aide-de-Camp (ADC) Lt Gen Peter Mbogo Njiru as the Kenya Army Commander.

He takes over from Lt Gen Walter Koipaton who has retired after serving his four years term.

In the announcements made this evening, the president who is the commander in chief of the armed forces made a number of changes which saw Njiru rise to the rank of service officer.

Maj Gen Njiru had last year been poster to Defense staff college and appointed commandant.

According to the president, the appointments and promotions are inline with the advice of the Board One (Defense council) after its earlier.

Lt Gen Adan Mulata also retired two weeks ago from defense headquarters.

Apart from Njiru, the board also recommended the promotion of five officers of the rank of brigadier to Maj General.

They include Maj Gen David Tarus who has been promoted and named the General officer command of Western Command to replace Maj Gen Joseph Kivunzi who retired.

Maj Gen Juma Shee Mwinyikai has been appointed the new Commander of East Command to replace Maj Gen Ayub Matiri who was in April named the Kenyan ambassador to Egypt.

The list include Maj Gen Fredrick Leuria who has been named the assistant chief of defense forces in charge of operations, plans, doctrine and training.

Maj Gen Mungai Nyaga is now the force commander of East African Community regional force for DRC.

Maj Gen Bernard Waliaula of the Kenya Air-force has been named the director defense national security industries.

Sixteen other officers of the rank of colonel were promoted to the rank of brigadier.

They include Brig William Kamoiro as commander of second brigade, Brig Ahmed Mohamed Saman appointed commander special operations brigade, Brig Muirungi was appointed commandant Recruit Training School and Brig Joseph Mokwena was appointed the chief of systems defense headquarters.

Brig David Chesire has been appointed commandant 8 brigade while the acting director of Asset Recovery Brig Alice Mate has been promoted and retained at the legal branch at defense headquarters.

Brig David Kimeli has been appointed the chief medical officer Isiolo Hospital while Brig Charles Ndirangu will be the managing director defense forces food processing factory.

In the council meeting chaired by Defense cabinet Secretary Eugene Wamalwa, it also recommended further appointments as Brig Mohamed Salah Farah be appointed the base commander of Laikipia Air Base while Brig Dahir Ali as principal defense forces technical college while Brig Justino Mutisya Muinde as chief medical officer Eldoret regional hospital.

Brig Apolo Ogolla Aloka has been appointed senior directing staff air National Defence College, Brig Hillary Biwott Kipkosgey as director Kenya Space Agency.

Former KDF spokesperson Brig Zipporah Kioko Kalondu who had proceeded to Royal Miltary College for studies last year has been appointed chief of strategic communication at defence headquarters.

Others are Brig John Wekesa Kahiga who has been appointed chief of welfare and compensation at defense headquarters and the president’s ADC Brig Timothy Lekolool has retain in his current post and promoted from colonel.

In the KDF communication, more changes have been made across the country.

The changes did not touch the current Vice of Chief of Defence Forces Lt Gen Francis Ogolla in the successful of the CDF office.

The candidates in succession line include Ogolla, and Lt Gen Mohamed Badi of the Nairobi Metropolitan Service both from Kenya Air Force.

The next CDF is likely to be from the Kenya Airforce.

If any, Kenya Airforce commander Maj Gen John Omenda has to be promoted to the rank of Lt Gen for him to be in line of succeeding CDF Gen Robert Kibochi whose term will end next year as per the retired Chief of General Staff Gen Daudi Tonje — adopted and known as the Tonje Rules — the position of the CDF is rotated among the three services.

These are Kenya Army, Kenya Air Force and Kenya Navy.

Gen Kibochi is from the Kenya Army and his predecessor, Gen Samson Mwathethe, was from the Kenya Navy.

Lt Gen Njiru will now be part of the Assumption of the Office of the President Committee to manage the succession of president Kenyatta.

Apart from Omenda, the other service commanders are Lt Gen Njiru and Kenya Navy Commander Maj Gen Jimson Mutai

Apart from the CDF, other members of the Assumption of the Office of the President Committee for the president elect.

 

The Kenya Defence Forces Act says a CDF, his deputy and service commanders shall serve a single term of four years or retire upon attaining the mandatory retirement age.

The Act also says the president may, on the recommendation of the National Defence Council, extend the CDF’s term for not more than one year in times of war or emergencies, such as  political uncertainty.

A general is supposed to retire at age 62, a Lt Gen at 61, a Maj Gen at 59 and a Brigadier at 57 years.

However, on generals the Act reads “The maximum retirement age shall be amended from time to time through legislation on the recommendation by the Defence Council.”
